Policy Development

Our clients identify a specific issue that demands attention but often that issue is found to a symptom of wider issues. We work to resolve the immediate issue but aim also to review the policy environment within which the issue sits and to propose aspects for further study.

Our methodological framework assists in analysing the impinging issues and shortlisting and identifying policy areas that call for investigation. Depending on the nature of the issue, we offer specialised studies using approaches tailored to the concomitances.

Study approaches may, if appropriate, call on a strong academic base, through our associated think tank, Oxford XXI.

Policy development should where possible be evidence-based. Policy might not always be susceptible to quantitative analysis but will require qualitative approaches. Particularly, research studies should be culturally sensitive and will usually be conducted will a strong local

Studies typically begin with secondary analysis of available statistical and pre-existing studies, leading to proposals that delve into the narrow issue that of concern.

Stakeholder analysis enables identification of concerned groups, entities and individuals. Study methodology is both analytical and consultative. We deploy statistical quantitative techniques supported by qualitative methods. Stakeholder focus groups may be used both to understand the data and to debate policy options.

Pilot Implementation

Pilot implementation in the form of a ‘demonstration’ can test the effectiveness of preferred policy options. The implementation should be monitored on a scale commensurate with the issue; monitoring and evaluation of the effectiveness of the initiative over a period that can recognise the impact of policy adjustment will usually engage local consultants and will lead to integration with other monitoring systems. Once the pilot is demonstrated as successful, mainstreaming follows.
